About Clear Boundaries — Former WorkSafe Inspectors, Now on Your Side

Clear Boundaries is a specialist psychosocial investigations and consultancy practice. We conduct independent workplace investigations, psychosocial risk assessments, and training for organisations across Australia. We were founded by two former WorkSafe psychosocial inspectors who spent years going into workplaces after things went wrong and they decided to start helping organisations get it right before they reach that point.

Our Background

Before starting Clear Boundaries, we worked as inspectors within WorkSafe Victoria's psychosocial hazards team. That role involved investigating complaints of workplace bullying, harassment, and other psychosocial hazards, assessing whether employers had met their obligations under the OHS Act, issuing improvement and prohibition notices where organisations had failed to manage psychosocial risks, advising employers on what compliant psychosocial risk management actually looks like, and reviewing investigation reports produced by external investigators engaged by employers.

That experience gave us a perspective that most consultants don't have. We've seen, from the regulator's side, what separates a defensible investigation from one that falls apart under scrutiny. We know what WorkSafe inspectors look for, what questions they ask, and what evidence they expect to see. We built Clear Boundaries to bring that knowledge to the organisations that need it.

What We Do

Independent investigations. We investigate complaints of bullying, harassment, sexual harassment, and other psychosocial hazards. Our investigations follow a structured, trauma-informed methodology designed to produce findings that are fair, evidence-based, and defensible. We work to terms of reference agreed with the employer and provide a written report with practical recommendations.

Psychosocial risk assessments. We help organisations identify and assess psychosocial hazards using multiple data sources including worker consultation, document review, incident data, and observation. The output is a risk register, prioritised recommendations, and a prevention plan that meets regulatory expectations.

Consulting. We advise employers on their psychosocial hazard obligations, review existing policies and procedures, help develop compliant frameworks, and support organisations through regulatory interactions. We also provide guidance when an employer is unsure whether a matter requires investigation or can be resolved through other means.

Training. We deliver practical, scenario-based training for managers, leaders, HR teams, and health and safety representatives. Our training is built on real experience and focuses on building capability, not just awareness.

Our Approach

Three things define how we work. Independence: we have no interest in the outcome of an investigation beyond getting it right. We don't adjust findings to suit the employer, and we don't take on work where we have a conflict of interest. Regulatory literacy: we understand the legislation, the compliance codes, and the enforcement framework, because we used to operate within it. That understanding shapes everything we do, from how we scope an investigation to how we structure a risk assessment. Practical focus: we produce work that organisations can actually use. Our reports contain actionable recommendations, not vague suggestions to 'improve culture.' Our training gives managers tools they can apply the next day. Our consulting is grounded in what's reasonably practicable for the organisation we're working with, not what an ideal world would look like.

Who We Work With

We work with employers across a range of industries and sizes. From small businesses navigating psychosocial hazard obligations for the first time, to larger organisations dealing with complex complaints or regulatory scrutiny. Our clients include private sector employers, local government, health and community services, education providers, and construction and infrastructure organisations. We work across Victoria and nationally where needed.
